PRAC’s mission was to promote transparency and detect fraud, waste, and abuse across billions in pandemic relief funds. But with data scattered across multiple agencies and formats, the task was monumental. The committee needed a single, intuitive platform capable of consolidating terabytes of information, and at the same time make it visually coherent, accessible, and compliant with federal standards.

Making federal spending data understandable.

Mobomo applied a Human-Centered Design approach to ensure data served people, not the other way around. We built personas to represent diverse user groups, from investigators to journalists, and shaped navigation and visualization around their needs. Our UX and engineering teams collaborated daily, creating a cohesive, insight-driven experience that turned raw data into understandable stories.

Built for performance, powered by data.

In just five weeks, Mobomo rebuilt the PRAC website from the ground up on Drupal 9 and Azure. We integrated new custom media entities that seamlessly embed visualizations from partners Domo and Woolpert, allowing the PRAC team to create, update, and publish new data dashboards in real time. The architecture supports secure, zero-downtime deployments and continuous monitoring for system resilience.

Approach

The PRAC initially launched a basic Drupal 8 CMS in an AWS environment to quickly share relief information. Mobomo rebuilt the system from the ground up using Drupal 9 on Azure, leveraging our Agile IMPACT™ methodology to deliver within five weeks. Three workstreams (UX/UI design, Drupal development, and Azure PaaS integration) operated in parallel, allowing for daily collaboration and rapid iteration without sacrificing quality or compliance.

Design

Mobomo’s design team applied Human-Centered Design principles to make complex data simple and visually meaningful. We developed user personas to guide navigation, layout, and content hierarchy, ensuring that every interaction supported clarity and exploration. The team created a modern, USWDS-aligned theme that balanced visual storytelling with accessibility, turning dense federal data into interactive, comprehensible insights for users across devices.

Infrastructure

To meet federal security and scalability requirements, Mobomo architected an Azure-based platform-as-a-service (PaaS) environment in partnership with Smartronix. The system uses blue-green deployments for zero downtime, automated testing through CircleCI, and multi-layered caching (Redis, NGINX, and CDN) to handle unpredictable traffic spikes. This infrastructure ensures performance, resilience, and compliance while supporting ongoing content and data updates without disruption.

Mobomo worked with the CDC on the redesign of the Effective Interventions website. The current site had been added to, changed, and updated by multiple entities over the years. The goal for this engagement was to create a clear and clean new flow for the user experience, and to ensure all design elements were consistent across all pages of the site

The Every Dose Every Day (E2D2) app is a user friendly, free app created by the CDC for people living with HIV. The purpose of the app is to provide hourly/daily/weekly reminders as necessary for taking medications, keeping track of appointments, storing lab results, and refill prescriptions for the user. The E2D2 app is secure and confidential, only storing the data in the user’s phone for their reference.
