The Challenge
PRAC’s mission was to promote transparency and detect fraud, waste, and abuse across billions in pandemic relief funds. But with data scattered across multiple agencies and formats, the task was monumental. The committee needed a single, intuitive platform capable of consolidating terabytes of information, and at the same time make it visually coherent, accessible, and compliant with federal standards.
Human-centered design at scale
Mobomo applied a Human-Centered Design approach to ensure data served people, not the other way around. We built personas to represent diverse user groups, from investigators to journalists, and shaped navigation and visualization around their needs. Our UX and engineering teams collaborated daily, creating a cohesive, insight-driven experience that turned raw data into understandable stories.
Making massive data digestible
Mobomo rebuilt pandemicoversight.gov on Drupal 9, deployed in Azure PaaS, and designed around clarity, performance, and accessibility. Working in Agile parallel tracks, we created a foundation that made vast, multi-agency data understandable and continuously updatable, showcasing PRAC’s commitment to transparency and usability.
Accelerated delivery through collaboration
To meet PRAC’s aggressive five-week launch window, Mobomo ran concurrent UX, development, and infrastructure sprints. We used containerized environments and automated CI/CD pipelines to enable daily builds, testing, and feedback, shortening delivery time
Seamless data visualization integration
Mobomo engineered custom Drupal media entities that embed high-fidelity visualizations from Domo and Woolpert directly into the CMS. This allowed PRAC’s editors to publish new dashboards and charts without developer support, transforming raw federal spend
Redefining transparency in government
The PRAC platform set a new federal standard for open data visualization, enabling users to track relief spending, identify trends, and hold agencies accountable. The site’s architecture and design framework have since informed other federal digital modernization efforts, demonstrating how data transparency and user experience can move missions forward.
Nationwide launch
The new Drupal 9, Azure hosted website was launched publicly on September 10, 2020. Within the first couple of weeks, the site had already received thousands of visitors looking to explore who, where and how coronavirus relief spending is being utilized
Award winning
We are pleased to announce the pandemicoversight.com has also won two awards since it’s competition: 2020 Arcturus Winner in the Government Website category from Vega Digital Awards and a 2021 Gold Winner in the COVID category from Muse Creative Award
